They provide a wide range of services, including proficiency in land development, planning, permitting, development, financing, and construction management for mixed-use and residential ventures. Whether executing their own projects or serving as acquisition and development managers for clients, RCBF Properties boasts an extensive portfolio spanning large master-planned communities, apartment conversions, waterfront condominiums, and small residential neighborhoods.

ROGER COSTILOE

OWNER

Mr. Costiloe has more than 35 years of real estate and development experience in the Jacksonville area, including 15 years as principal of CNH Contractors, specializing in retail and restaurant construction, and 20 years as principal of Capital Development. Throughout his career, he has led the development and construction of more than $150 million in residential and commercial projects, including retail centers, office condominiums, and residential communities.

A native of Pittsburgh, Mr. Costiloe attended the University of Pittsburgh, where he studied Chemistry.

BLAIR FONDA

CFO, PARTNER

Mr. Fonda brings more than 25 years of experience in accounting, finance, and real estate, including serving as a CFO in multiple corporate organizations. Over the past decade, he has focused on real estate development, venture capital, and financial consulting, advising companies, municipalities, and non-profits on capital raising, acquisitions, and strategic growth.

He holds a degree in Accounting from the University of Florida, an MBA from the University of North Florida, and has been a licensed Florida CPA since 1993.

MIKE BECKLEY

VP LAND ACQUISITION

Mr. Beckley is an experienced real estate professional specializing in land acquisition and development, strategic marketing, contract negotiations, and team leadership. He works with a diverse range of clients and partners to deliver successful, transparent real estate transactions. Known for clear communication and reliability, he prioritizes providing accurate and timely information to give his clients the best opportunity to succeed.

Mr. Beckley holds a Bachelor of Science in Business Administration and Marketing from Mercy College.

KRISTIE SHORES

EXECUTIVE COORDINATOR

Mrs. Shores is a Jacksonville-based real estate professional with more than a decade of experience helping buyers and sellers navigate the market with confidence. Since beginning her career in 2013, she has built a reputation for a client-first approach and strong market expertise.

In 2020, she earned her Broker license, further demonstrating her commitment to professionalism and results. She is known for her integrity, clear communication, and dedication to delivering a smooth, transparent experience from contract to closing.
